GENESIS OF NATIONAL SAFETY COUNCIL
MAHARASHTRA CHAPTER (By Late Shri. M. L. Gore)
The Labour Advisory Board of Bombay, comprising representatives from employers, employees, and government, recommended on January 28, 1954, the creation of a non-governmental organization to promote awareness of industrial health, hygiene, and factory safety. Encouraged by this support, the Government of Bombay announced the establishment of “The Council of Industrial Health, Hygiene and Safety” on October 24, 1955. Inaugurated on November 28, 1955, by late Shri Shantilal H. Shah, then Labour Minister of Bombay, Maharashtra led as the first state in India to pioneer a voluntary organization dedicated to accident prevention. Renamed “The Council of Industrial Safety” in December 1958, it initially received government funding for two years before becoming self-sustaining.
Recognizing the importance of industrial safety, a declaration was issued by 20 prominent industrialists, led by Shri Dharamsey M. Khatau, emphasizing its significance to various industrial organizations. The Bombay Mill Owners’ Association spearheaded the organization and administration of the Council, providing office space for its operations.
Affiliated with the National Safety Council in April 1971, the Council has operated as its Maharashtra State Branch. Since its inception, the Council has been supported by distinguished industrialists like the late Shri Dharamsey M. Khatau, the late Shri Lalchand Hirachand, the late Dr. Ramnath A. Podar, and the late Shri S. P. Mandelia, who have served as Presidents.

To inspire and guide individuals by fostering a safety culture, emphasizing preventive measures, and implementing corrective actions, all aimed at preventing unwanted incidents and promoting skill development and empowerment within industries and society.
To promote Occupational Safety, Health, and Environment by contributing knowledge, ensuring effective implementation, providing necessary resources, and sharing expertise, all aimed at increasing awareness and uplifting both industries and society as a whole.

The Chapter shall be an independent non-commercial, non-profit making, non-political and autonomous Chapter working as a Chapter of the National Safety Council.
